Flag at half-staff Sunday In accordance with Public Law 107-51 the President of the United States is requested to issue a proclamation to display the United States flag at half-staff in observance of the National Fallen Firefighters Memorial Service in Emmitsburg, Maryland, which will be celebrated Sunday, October 16, 2011.
