Hello Sgt. Murphy,
Thank you so much for helping us out with this event at such short notice. Below is the tentative timeline we have put together. Any help you can provide would be much appreciated and this timeline is very flexible to what is convenient to your schedule.
Items we would love help with include:
A keynote speaker -we have a full script available for him to use and ideally it would be the highest ranking officer available.
Color Guard and/or Honor Guard
Horse drawn carriage
A trumpet player to play TAPS at the end of the ceremony
Timeline:
2:30pm National Anthem
2:35pm Moment of Silence for Cody and other fallen heroes (one minute)
2:40pm Color Guard posts the colors
2:50pm Opening Remarks (keynote speaker)
3:00pm Wreath Laying Ceremony - Horse drawn carriage procession - up to the bronze statue carrying the wreath. Representative places the wreath on the easel. Color Guard presents arms at the laying of each wreath, boyscout volunteers lay wreaths. Different scout for each wreath (7 total) "Now (person's name will lay a holiday wreath in memory...."(script provided need boys' names). After last wreath laid, Color Guard will order arms.
3:15pm Closing Remarks (keynote speaker)

IRC §170(c)(3) provides an income tax deduction for contributions to a post of" war veterans" (or an auxiliary unit of said organization) if it is organized in the United States or any of its possessions, and no part of its net earnings inures to the benefit of any private shareholder or individual. To qualify for deductibility of contributions, a veterans' organization may be exempt under IRC §501(c)(19) or any other appropriate section of the Code, but must also satisfy both a membership requirement and a purpose requirement.
To meet the membership requirement, at least 90% of the members must be war veterans. In addition, substantially all the other members must be either veterans (but not war veterans), or cadets, spouses, widows, or widowers of war veterans, veterans or cadets. For the purpose of the 90% test, war veterans may include members of expeditionary forces who actually served in combat situations in foreign countries between the periods of war as defined below.
A war veteran is a person who served in the Armed Forces of the United States during the following periods:
April 21, 1898, through July 4, 1902;
April 6, 1917, through November 11, 1918;
December 7, 1941, through December 31, 1946;
June 27, 1950, through January 31, 1955;
February 28, 1961, through May 7, 1975, in the case of a veteran who served in the Republic of Vietnam during that period;
August 5, 1964, through May 7, 1975, and
August 2, 1990, and will end on the date prescribed by Presidential Proclamation or by law.
A war veterans' organization must also be organized and operated primarily for the following narrower purposes:
Furthering comradeship among persons who are or have been members of the Armed Forces,
Honoring the memory of deceased veterans and members of the Armed Forces and aiding and comforting their survivors,
Encouraging patriotism, and
Aiding hospitalized, disabled, and needy war veterans and their dependents.

Earlier this week the Texas Coalition of Veterans Organizations (TCVO) asked for our grassroots members to contact the members of the Texas House Calendars Committee to register their support for HB 194, and to ask the Calendars Committee to place the Service Disabled Veteran Owned Business (SDVOB) legislation on the House Calendar for debate and vote.
Your efforts were tremendously successful. HB 194 was placed on the General House Calendar on 5/2/13, and will come to the House floor next week, as early as Monday 5/6/13. Once again, TCVO is asking for your support.Please urge your members to call or email their Representative and request that they support HB 194, especially the State Representatives on the list at the bottom of this note. This has been a seven year effort, and this is the first time in four Texas Legislative sessions that a SDVOB has actually been scheduled for House floor debate.
We need your help. Please call or email your Representative today.Thank you.John A MiterkoVeterans Advocate------------------------------------------------------------------------Draft of Constituent input request for Texas RepresentativesSubject lineVeterans: We need you to make one phone call TODAYBody of emailHello, Texas Veterans.The Texas Legislature is meeting right now. The Texas Coalition of Veterans Organizations is working to pass several proposals to benefit veterans. One of our top priorities is to expand business and work opportunities for veterans.House Bill 194 would allow service disabled veterans to compete for HUB contracts. This is the fourth session that TCVO has been pushing this proposal, and we have gotten closer and closer to success each time. We are now at the critical point in the current session and need your help.Would you please call the Austin office of your State Representative for your District?Here are the details of who to call and what to say:1) The phone number is listed below.2) When they answer, say where you live and that you want to leave a message for your Representative about House Bill 194.3) When they're ready to take down your message:a) give your name (they may or may not also ask for your phone number and/or your address)b) tell them that you are a veteran and where you livec) emphasize that you strongly support HB 194 which is on the General State Calendard) explain that you asking for your Representative to vote in favor of HB 194 when it reaches the House floor for debate early next weekThat's it. Shouldn't take more than 2 minutes, maximum.Two other details.One, please also remember to be polite, patient and friendly. They get a huge number of phone calls – some from angry people. We will make a better impression and get more help from our elected officials if we show some respect.And two, we are trying to make a tally of how many calls actually get made. If you succeed in leaving a message please send an email to jbrennan@aausasupply.com with the word "HB 194" in the subject line and give us your name and the date you called. We are trying to all the Representatives on the attached list.Thank you very much for helping the Texas Coalition of Veterans Organizations. Together we are making a big difference for veterans.
